Job Summary:

The Transportation Management Office/Cargo Management Liaison (TCML) contractor shall be the primary liaison between the contractor and the USAFCENT staff on issues relating to the surface movement of War Reserve Materiel (WRM), sustainment cargo and like items on inter and intra-theater movements. Primary interface with the Surface Deployment and Distribution Command (SDDC) on matters relating to sealift and line haul/convoy operations. Applies surface movement expertise to assist with the development and execution of WRM out load and theater contingency/exercise plans ensuring established objectives and goals are met. Provides management reports and analysis on surface transportation program performance and takes corrective action to improve/fix deficiencies. Provides a reach-back capability for the contractor Muscat to coordinate intra and inter theater sealife requests with the SDDC Ocean Booking Office. The TCML administers the USAFCENT Container Program. The VML shall work at Shaw AFB, SC and collocated with the USAFCENT Staff.


  • As an Expert in Sealift operations assists the contractor in developing and implementing WRM outload policies and procedures for contingency sealift operation.
  • Liaison between USAFCENT/A4RAT, the contractor, SDDC, and Military Sealift Command (MCS) and AIDPMO.
  • Positioned within the USAFCENT Transportation Division, Shaw AFB, SC and under the guidence of the A4RAT Superintendent, provides visibility and tracking of WRM, sustainment cargo and like items moving in support of USAFCENT theater operations and exercises.
  • Provides support on surface/marine movements in the USAFCENT AOR. Coordinates with SDDC who works host nation on road permits and customs clearances.
  • Serves as Marine/Surface Specialist assisting in the development of transportation policy and participates in strategy formulation/review as well as planning and executing a wide variety of special and on-going transportation and related resource projects in support of USCENTCOM AOR mission and operations.
  • Plans movement of WRM, unit equipment and sustainment materiel; accounts for loading, transit, offloading and onward movement.
  • Conducts surface movement planning and analysis utilizing various automated systems.
  • Resolves discrepancies involving missing documentation, incorrect coding, incomplete shipping reports, and other related data.
  • Analyzes and evaluates effectiveness of shipments and transportation programs. Recommends alternative strategies to improve efficiency and economy.
  • Analyze requirements with respect to existing planning data, regional transportation capabilities to include military and commercial transportation assets and infrastructure, and unique local requirements to identify potential problems.
  • Studies the possibility of consolidating shipments and using alternate transportation modes to achieve greater economy of operations.
  • Monitors preparation and distribution of routing instructions to contractors and government activities.
  • Coordinates these instructions with appropriate inventory managers, contracting officers, quality assurance representatives, and transportation company officials.
  • Maintains Liaison with transportation officers in the different US Military branches to evaluate missions and deal with matters of mutual interest.
  • Conducts and evaluates deployment planning activities including feasibility analysis of operation plans (deliberate/contingency), exercises and other force deployments.
  • Provides briefings/training on theater marine/surface procedures for USAFCENT Staff, the contractor staff, and in support of USCENTCOM AEF rotation orientations.
  • Assists Contract TMO personnel on Port Handling and Inland Transportation services to include delivering or receiving cargo at commercial seaports or airports WRM Sites and military installations when required. Services include:
    • completing customs clearances
    • determining and providing ground transportation need to line haul cargo to trans-shipment points, seaport, airport, or consignee
    • loading and offloading trucks
    • and accomplishing all transportation documentation including road permits
  • Prepares export traffic release requests and submits SDDC ocean booking office for sea shipments.
  • Responsible for administering the USAFCENT container management program.
  • Augments USAFCENT AFFOR A4/Traffic Manager when required.
  • Responsible for, and participates in, quality assurance as part of the ISO 9001 program.
  • Performs other duties as requested.

  • Must be a U.S. Citizen and possess a valid U.S. state driver’s license.
  • Must have a U.S. Secret Security Clearance. (Active)
  • Knowledge of facilities, cargo planning, container management and storage operations capabilities and limitations.
  • Proficient with Microsoft Office software (Excel, Word, Outlook) and ability to operate software programs relating to In-Transit Visibility software programs (GTN, etc.), Traffic Management operations and office administration.
  • High school degree or equivalent. Some college highly desirable.
  • Extensive transportation experience. Heavy focus on surface operations and sealift booking procedures, preferably with Surface Deployment Distribution Command (SDDC) is desirable.
  • Work experience in acceptance, preparation (containerization), processing, inspection, documentation and cargo handling procedures for sealift operations is desirable. Experience in line-haul/convoy operations is desirable.
  • Must be able to wear required PPE to include Safety Shoes, glasses, and hardhat.
